Error when trying add new item in the list “Value does not fall within the expected range.”

After SharePoint migration from 2010 to 2013, I faced multiple of strange issue, below is one of them:

I can’t add / edit items in the list, it show below error in red color:

“Value does not fall within the expected range.”
